If the problem is that it's too dark, go to walgreens and get a Creme Bleach. Follow the instructions, and take it off when you think you've reached the desire degree of color. I would recomend that you take the cream off somewhat earlier than supposed to, so you don't go too far. If you do bleach the hair too far, use an eyebrow pencil and correct the colour. The rest you can pluck. GOod luck! ;)

you can go to a salon and get your eyebrows threaded, which is, in my opinion, the quickest and neatest solution. threading is when they use a cotton thread to tie around all the areas of hair you don't want, and pull them all out at once. and its only about 6 bucks. hurts all at once though, but its worth it. the more you get it done, the less it hurts because you become immune to the pain. and plucking takes a while, threading takes about 10 minutes at most.
